LRPD cop Scottie Lackland charged in illegal pyramid scheme that netted over $320,000

A press release from the Arkansas Attorney General caught our attention today as it mentioned a mercenary LRPD cop being involved with his family in duping folks out of their hard earned money during a medical pandemic...

Says, ‘Don’t be fooled by testimonials that these schemes work’

LITTLE ROCK – Arkansas Attorney General Leslie Rutledge today announced the first step in a law enforcement sweep against illegal pyramid schemes organized and operated in Arkansas. The State has filed lawsuits in Faulkner and Saline Counties alleging Defendants represented to consumers that they could earn a 700% return on investment and “bless” their communities by joining a “Blessing Loom” board and recruiting others to do the same. No products or services were offered in exchange for the payment, only the opportunity to earn money. But, when new participants stopped joining and the pyramids’ organizers started using consumers’ money as their own, consumers lost every dollar contributed and unwittingly participated in illegal pyramid schemes.

“These lawsuits demonstrated that we will not stand by while con artists use deceptive tactics to dupe consumers into get-rich-quick schemes,” said Attorney General Rutledge. “As scam artists find new ways to exploit consumers’ economic fears during the coronavirus pandemic, my office will tirelessly work to hold these bad actors accountable for swindling Arkansans out of their money with promises of large payouts and community goodwill. Remember, when people pay a fee for the opportunity to earn money simply by recruiting others into a program, those people are likely involved in an illegal pyramid scheme. Don’t be fooled by testimonials that these schemes work.”

Rutledge’s suit filed in Faulkner County alleges the Lackland family violated the Arkansas Deceptive Trade Practices Act (ADTPA) by organizing and operating a pyramid scheme they called “Passionate Minds Circle of Wealth.” Within eight months, more than $320,000 was deposited into separate bank accounts held by Scottie Lackland and his wife Valentina from Marion, their adult daughter Sydney Lackland from Marion, and their son Scottie D. Lackland II from Conway, who is also employed as a Little Rock Police Officer. Consumers were encouraged to join with a $500 “gift” that would grow into a $4,000 “blessing” in just 28 days, but, instead, the Lacklands converted consumers’ money and used it to pay off their debt, bolster their savings accounts, and purchase luxury goods and services, including plastic surgery. 

The lawsuit give specific details of  LRPD cop Lackland's involvement in the criminal enterprise.

Lackland's bank records were included as exhibits in the lawsuit.


Lackland has been employed by LRPD since August of 2017.
 




 


More than half of all LRPD officers refuse to live in the city of Little Rock and be a true part of our community. Those are mercenary officers.


Lackland had no record in his personnel file of any suspensions.
 
Lackland needs to be charged with a criminal offense and fired.

Records of furloughed city employees - Some got their job back and others did not

 


The city of Little Rock has still has all of it's buildings on lockdown due to the Rona pandemic and many employees have been effectively terminated.

We posed these questions to the city:

How many City of Little Rock employees were furloughed, by department, between 3/1/2020 and 10/8/2020.

How many of those employees were brought back to work within the same time period.

What follows is their response.

LRPD Internal Investigation brands Lt. Michael "Lil' Bang" Ford a liar

An Internal Investigation by LRPD found that Lt. Michael "Lil' Bang" Ford lied and misrepresented information to officers with the Maumelle Police Department.

The investigation centered around multiple rounds of bullets riddling the air at the Maumelle residence of mercenary LRPD cop Michael Ford on New Year's Eve and an inebriated Ford's encounter with Maumelle Police officers where he refused to provide his name and was incredibly uncooperative.

After being exposed and documented as a liar, why then is his sorry ass still employed by LRPD?

Because the LRPD Police Chief is a corrupt liar himself and Ford is one of the few employees of the department that is close to him and Humphrey will protect him at all costs.

A memorandum from Assistant Chief Hayward Finks spells it all out.


According to information in the file, Ford called Chief Keef on his personal cell phone. And guess what?

Just like his home and family, his personal cellphone is based in Oklahoma.

Records provided by LRPD revealed that.

 






Even more problematic is the fact that Ford also refused to cooperate with Maumelle Police even after he sobered and lawyer-ed up.


Ford's sister tampered with evidence (she threw away shell casings) and refused to cooperate with the investigation. 

 


Ford's wife refused to cooperate as well. That might be of interest to the state nursing board or her employer.

 And then there is this jewel.



The beleaguered chief got caught allowing Ford to bypass his chain of command. Pure fuckery.

Ford lied multiple times to Maumelle Police Officers and IAD investigators. 

⬩ Ford claimed the female Maumelle Police Officer was rude to him. Videos do not bear that out.

⬩ Ford claimed the Maumelle Police Officers did not tell him they were investigating a crime. Videos reflect they did inform Ford they were investigating a crime and stated what the crime was. 

⬩ Ford lied to Maumelle Police Officers about shots being fired at his residence. His statement to IAD investigators bears that out.

If the weapon that was fired was not Ford's, how could someone walk into your house with a rifle and you not notice it? And from the file we learn that less than 10 individuals were at his residence during the event.

It was initially recommenced that Ford be suspended for 40 hours . He only caught 16 hours of suspension.

The corrupt chief, Lil' Bang and the rest of the documented liars need to be fired.

LRPD is beyond fixing, it needs to be disbanded and a new Metropolitan Police Force be created under the leadership of Sheriff Eric Higgins.

A draft of a proposed ordinance to funnel funds to Ward's 1, 2, 6 and 7 for economic development was leaked causing a flurry of activity today at Little Rock City Hall.





It's interesting to note that Ward 6 has the bulk of newly constructed apartment complexes in the city and quite a few shopping centers, grocery stores and bank branches.

Most of Ward 6 residents will be pissed to find that that their neighborhoods are described as low income and in poor condition.

Economic development is needed south of I-630 but stop the shit-talk about Ward 6. The biggest pile of shit in Ward 6 is Director Doris Wright.

City Director Lance Hines tells a citizen to fuck off

Back in July, an email exchange was sent to us that caught our attention.




Hines replied and basically told Bernard to fuck off.


Hines' statement about the $5.5 million a year to youths and community programs spurred us to make a FOI request about that bankroll to youths and community programs.

Very little of that $5.5 million is or was actually spent on prevention, intervention, mentoring and treatment programs.

Salaries for city employees and staff along with expenses such as travel and conventions took up a large chunk of that pork.

Other expenditures were made for tobacco education and supplies, crisis intervention t-shirts,  the radio station at the West Central Community Center that Doris Wright thinks is her private property, playground equipment, Arkansas Symphony Orchestra, LR Racial and Cultural Diversity Commission, citywide "enhancement" programs.

We need to disband the LRPD and form a Metropolitan Police Department under the leadership of Sheriff Eric Higgins.

We also need to recall the entire Little Rock Board of Directors and the feckless mayor.
