LRPD Liars List - special preview



For sometime now we have been collecting records on Little Rock Police officers that have been found in internal investigations to have falsified records, made willful misrepresentations, and lied (they use the term untruthfulness).
Experts say one of the concerns about police officers who tell even the smallest of lies is that their false statements can be used to discredit their testimony in unrelated court cases. While the badge brings a certain amount of automatic credibility with jurors, it can be easily tarnished.

The persistence of lying by the police has inevitably become a contributing factor to wrongful convictions, in Little Rock and beyond. The New York Times wrote: “Police lying raises the likelihood that the innocent end up in jail – and that as juries and judges come to regard the police as less credible, or as cases are dismissed when the lies are discovered, the guilty will go free.”

Police departments have been rewarded in recent years for the sheer numbers of stops, searches and arrests. In the war on drugs, federal grant programs have encouraged state and local law enforcement agencies to boost drug arrests in order to compete for millions of dollars in funding. Agencies receive cash rewards for arresting high numbers of people for drug offenses, no matter how minor the offenses or how weak the evidence. Law enforcement has increasingly become a numbers game. And as it has, police officers tendency to regard procedural rules as optional and to lie and distort the facts has grown as well. Numerous scandals involving police officers lying or planting drugs — in Tulia, TX and Oakland, CA, for example — have been linked to federally funded drug task forces eager to keep the cash rolling in.

We have been amassing the internal investigation files of the lying officers and compiling the records into a useful database that can be accessed by the public and attorneys.  

We still have a way to go before the page goes live,  but this is a preview of the LRPD officers that have issues with credibility and honesty. 

We believe the information must be made public as many of these officers make arrests and testify in legal proceedings and being on this list will end their ability to do just that. Getting them off the public payroll is another problem altogether.

10. John Gilchhrist - The Poster child of what is wrong at LRPD.

Internal investigation case #2005-3588. Findings of willful misrepresentation. He also has been cited for unnecessary violence and a host of other violations, including lying. In fact this douchebag was fired back in December 2005 as a result of his lying about a couple of incidents, one was a domestic violence incident that should have cost him his law enforcement certification. The Civil Service Commission reinstated him (a reason to form a real Citizens Review Board). He is now at the training academy passing on his bad behaviors to recruits.

14.  Rodney Lewis. 

Internal investigation case #1999-2458 and #2008-4064. Findings of willful misrepresentation and untruthfulness. He also has been cited for numerous other violations.

15. Russell Littleton.

Internal investigation case #2008-4064. Findings of untruthfulness.  He was also involved in a DWI incident that was widely covered in the media back in 2009. He was suspended for 30 days after being arrested for drunken driving and trying to get out of it by asking for "professional courtesy" from a Bryant Police Officer.  He lost the privilege of taking an unmarked police truck home at night and had to have an interlock installed on the departmental truck to be able to drive it when working. He is currently involved in a federal lawsuit over no-knock raids that were based on statements of a lying snitch used as  confidential informant by LRPD until their corrupt asses were exposed.

Internal investigation case #2006-3811 and #2007-3885. Findings of falsifying records and willful misrepresentation. He also has been cited numerous times for other violations. One incident was for being intoxicated on-duty/public view.

We have some other undercover officers that will be included in our final list as well as some officers that while not cited, have clearly lied in the course of their employment with LRPD.

Our publisher and two associates, Chief Ean Lee Bordeaux (Activist and publisher of  Corruption Sucks Blog) and Robert Webb (Retired Activist and co-host of Black Focus Radio on Joynetradio.com), had a meeting last week with LRPD Chief Humphrey and his #1 - Assistant Chief Bewley (it lasted almost 3 hours). Among topics discussed was this list.

Humphrey stated that he had no use for liars and had fired at least two since he took over.
