LRPD Chief facing another lawsuit over unpaid debts

A year ago we were the first news media agency to report that the LRPD police chief had been and was being sued for unpaid credit card debts.

On February 4th,  LVNV Funding, LLC, filed a Petition for Indebtedness in the District Court of Cleveland County in Norman, OK, the official residence of the Little Rock Police chief. They are suing for $12,217,13 that Humphrey owed SoFi Lending Corp.

 


 

 

Like in the three previous debt lawsuits filed and won against Humphrey, his attorney filed a boilerplate denial. 




 

 

LRPD has a General Order in place about employees conduct. It is often cited in disciplinary actions against sworn and civil employees.

 

LRPD also has Rules & Regulations that specifically deal with payment of debts and obligations.

 

How can the feckless mayor keep his chief with his financial problems when his actions violate his own departmental policies?

Both the feckless mayor and the scofflaw chief have little respect for the rule of law and court orders.

The Little Rock Fraternal Order of Police, the official city sanctioned representative and voice of LRPD cops, has issued a no confidence statement against the deadbeat chief. 

City Board of Directors have expressed concerns about his continued employment.

If the feckless mayor wants to rebuild Little Rock he needs to fire the problematic, troubled chief to start.

For some time now we have been investigating allegation of Ward 6 City Director Doris Wright getting involved in personnel matters at the West Central Community Center that she thinks is her personal property. 

We have a document heavy post coming in the next week or so that will detail her involvement in hiring and firing of city employees and other shady actions.

Part of the investigation we have completed was interviewing former and current city employees.

In conjunction with our investigation, we sent a FOI request to the Feckless Mayor regarding a former employee.

We received this response today.

Missing from the scant records they provided was the following letter.



 


 

 

Why didn't the mayor, city manager, HR and Park directors provide this record in response to our request?

What other ones are they hiding?

Feckless LR Mayor apparently will wing his state of the city address tonight

On March 23rd we sent a FOI request to the feckless mayor for a copy of the speech,  any draft of the speech,  or remarks he would make tonight during his state of the city address.

 

According to what he sent, he is going to wing it.

Feckless Frank provided a skimpy outline and three PDF's that contained screen shots of webpages.


Based on the date that appears on the screenshots, Feckless Frank only began working on his most important speech of the year on March 22nd.




We suspect that he just did not want to give up any advance opportunity to make critical comments of the bamboozling bullshit he has in store for us tonight.

We will also obtain records AFTER his address and show that he violated our rights under the AFOIA and file another lawsuit against him. 

To show how unoriginal and unimaginative the mayor and his henchmen are we off the following.

 On March 22nd we saw this posted online and made a screenshot.

We used the background to create some satire posts on social media.



Apparently Feckless and his crew liked out artistic design and them copied it for their own use as we found out while reading a post on the Max Brantley's Arkansas Blog this morning.


It will be interesting to see if the violent crime that plagues Little Rock will be addressed tonight.

Probably not as it never is.

Preliminary data indicates Black LRPD cops receive twice the suspension time than do their white counterparts for similar violations

Preliminary data reveals that at least since 2008, Black LRPD cops are receiving almost TWICE the suspension time than white LRPD cops are receiving for similar violations. 

There are currently 540 LRPD officers*.

BLACK LRPD COPS:

✦ 180 Little Rock Police officers are black, serving a total of 4,036 hrs of suspension since 2008.

✦ 22.42 hrs of suspension per black officer since 2008.  

✦ Almost 13.5 hrs of suspension per every 100 black officers since 2008. 

✦ Out of 540 total cops, Black cops accounted for 13.8 hours of suspension per 100 cops since 2008. Black cops account for nearly half the total of white cops employed by the city of Little Rock.

WHITE LRPD COPS:

✦ 337 Little Rock Police officers are white, serving a total of 4551.67 hrs. of suspension since 2008. 

✦ 13.5 hrs of suspension per white officer since 2008.  

✦ Almost 7.5 hrs of suspension per every 100 white officers since 2008.

✦ Out of 540 total cops, white cops accounted for 11.86 hours of suspension per 100 cops since 2008. White cops account for nearly double the total of Black cops employed by the city of Little Rock.

* Almost 70% of all LRPD cops lives outside of the city limits of Little Rock.

Around 80% of all white LRPD cops refuse to live in the city of Little Rock. According to the Little Rock Fraternal Order of Police because of crime and schools.

This makes LRPD a mercenary police department.

CIty Director Joan Adcock accepted illegal campaign contribution - Reports reveal thousands of dollars unaccounted for during the 2020 campaign

Long in the tooth At-large City Director Joan Adcock accepted a $500 illegal contribution during her 2020 re-election campaign according to a review of a report she filed on October 27, 2020.

The Campaign Contribution & Expenditure Report shows a $500 contribution by the David Parker Trust on July 31, 2020.

 


A Trust cannot make a campaign contribution to a candidate, nor can a candidate accept a contribution from a Trust. Making or accepting such a contribution violates Arkansas Code 7-6-203.

Back in 2017 we filed a complaint with the Arkansas Ethics Commission about a similar contribution from a Trust that a Fort Smith judicial candidate accepted, The Ethics Commission found it violated Ark. Cod Ann. 7-6-203.  You can read or post about that by clicking here.

That is not the only problem Adcock has with her October 27, 2020 report.

Her October 27th report documents $40,500 in monetary contributions, but she states on line #8 that she received $46,980.00 in monetary contributions during the reporting period of June 1, 2020 through October 27, 2020. According to this report there was $6,480.00 in monetary contributions that were not correctly documented on the report.

 

The problems don't end there. On line #9 she indicates that the balance of campaign funds on hand at the end of the reporting period was $8,026.47.

This amount is questionable as according to what she had listed on the October 27th CCE report, loans and contributions totaled $45,500.00 and expenditures totaled $33,953.53. Based on those amounts the balance of funds on hand should be $11,546.47 not $8,026.47. What happened to that $3,520.00?

Conversely, if Adcock did in fact receive $46,980.00 in contributions as she lists on line #7 on page 1 of her October 27 CCE, A discrepancy in the amount of funds on hand. Loans & contributions would total $51,980.00. Subtract expenditures of $33,953.53 and the balance on hand  should be $18,026.47 not $8,026.47. What happened to that $10,000.00?

To make matters worse, Adcock filed two separate CCE reports on December 3, 2020 and both were problematic.

One CCE, marked final report, listed that the balance of campaign funds at the beginning of the reporting period was $8,026.47. Monetary contributions during the reporting period were $1,800.00. Total expenditures were listed as $7,693.50. The balance of campaign funds was reported as $2,132,97. Adcock failed to indicate how surplus funds were disposed or if they were being carried over.

 

 

The other CCE, also marked final report indicated that she had carryover funds in the amount of $2,032.9 with a note at the bottom of the page that stated “holding onto $100.00 to replace a lost check. If found will them donate it to the Animal Village also. There was a photocopy of a cashier's check in the amount of $2,032.97 made payable to the Little Rock Animal Village attached to the report.

 


Adcock did not file an amended or supplemental CCE to reflect the disposition of the $100.00 she claimed she was holding for a “lost check”.

All CCE's filed were signed by Adcock certifying the information on the reports is a complete, true and accurate financial statement of her campaign contributions and expenditures.

Adcock has held this office since 1992 and should be acutely aware of what contributions a candidate can accept.

Perhaps Adcock is senile and cannot be expected to file correct reports.

Perhaps Adcock should resign so a more capable and less racist individual can represent the citizens of the city.

Whether Adcock is senile or simply stupid is no excuse for these questionable filings.

In October of 2020 while reviewing all LR Board candidates CCE's filed, we discovered the illegal contribution Adcock had accepted and reported and I made a phone call to Ronnie Jackson, the individual listed as Adcock's campaign chairperson/treasurer.

I apprised Jackson of the illegal contribution and related that I had filed a complaint in 2017 with the Ethics Commission about a judicial candidate from Fort Smith that had accepted an illegal campaign contribution from a Trust and the Commission had found that it violated the law (See AEC Case No. 2017-CO-030).

Adcock never filed an amended CCE or listed on any subsequent CCE filed that any funds had been returned to a contributor. Additionally there were no amended CCE filed to correct the unaccounted for contributions or discrepancy in the balance of campaign funds on hand on October 27, 2020.

Last thing about Adcock's CCE Reports (for now) they show how she is in the pocket of the predominately white businessmen in the city. 

She, like most all other board of director members including the feckless mayor,  accepted contributions from two political action committees that lead the fight against tenant rights and habitable housing in the city and state; the PAC of the Wright, Lindsey Jennings law firm and the Arkansas Realtors Association.




We need to clean out Little Rock City Hall from the office of the Mayor down.

Turns out that Ronnie Jackson, Adcock's man, has some sketchy CCE filings himself.

Jackson was a candidate for Ward 1 City Director back in 2018 and also accepted an illegal contribution from a business and failed to file a final report.

Looks like another complaint is on the way to the Arkansas Ethics Commission.

LRPD cop Alexander Sanders accused of sexual assault

Another one of the LRPD mercenary cops has been accused of sexual assault and relieved of duty with pay.

LRPD has confirmed that Alexander Louis Sanders, 25, of North Little Rock has been relieved of duty after a 41 year old woman accused him of sexual assault.

According to another media source, a police report was filed on January 6, 2021 after a 41-year-old woman reported an allegation of sexual assault involving Sanders that happened days before.

The report also shows that the LRPD Major Crimes Unit has been notified of the case. No charges have been filed, though the accusation remains under investigation.

The Little Rock Police Department sent a statement regarding the investigation, saying the officer “is currently on administrative leave, pending an internal investigation.”

Sanders, like more than half of all LRPD cops, refuses to live in the city of Little Rock.  This makes them mercenary cops, hired from the outside to come in and patrol & control residents of the city.

 

 


Sanders was part of LRPD Recruit Class 95 and was hired by LRPD on August 19, 2019.

 

Prior to his employment by LRPD, Sander worked as a teller at Arvest Bank.
