LRPD OFFICER CONVICTED IN DOMESTIC VIOLENCE CASE - FEDERAL LAW PREVENTS HIM FROM POSSESSING FIREARMS - WHY IS HE STILL EMPLOYED?

We posted back in January about two LRPD officers suspended for domestic violence incidents. You can read that post by clicking here

One of those officers, Ahmed "Jack" Soliman was recently convicted of a crime that makes him ineligible to posses a firearm and to hold a law enforcement certification in the state of Arkansas.

So why has he not been fired?  

That's a question Mayor Frank Scott and LRPD have refused to answer.

We sent several email about his continued employment which were ignored.

So much for transparency in the Scott regime.

On March 6, 2019, Soliman plead guilty to the charge of domestic battery 3rd - an offense that prohibits him from ever possessing a firearm, unless he receives a pardon.







He got a break on his violation of an Order of Protection though. If he stays away from his ex, he gets that charge dismissed after six months. 




It seems odd that the judge would not have passed the case for a year to have that coincide with the no contact order he entered in the domestic battery case.



Federal law prohibits Soliman from this point on from ever having possession of a firearm.




Soliman has appealed the conviction, one he plead guilty to. Maybe he will argue he was mentally imbalanced when he entered that plea.


As we mentioned back in our January post, Soliman grabbed a knife and cut himself.  Photos provided in his criminal file show that to be the case.


That criminal files also revealed some startling information about Soliman. 

He likes to use nude photos of ex-girl friends or videos of sexual encounters with them to threaten them. 

Here is the narrative from a report back in 2017 that supports that assertion.
 


Similar threats were made in the latest matter. Soliman threatened to send photos and videos to his ex-girlfriends employer, the Little Rock School District.







The ex-girlfriend also took issue with the officers report narrative too.



The internal affairs investigator Sgt. Jarred McCauley states "the responding officers have a very narrow point of view"..."they don't have the full story".

Yet the reports the responding officer make can have a great impact.

The files LRPD provided also contained some text messages between Soliman and his ex-girlfriend. The messages deal a lot with Soliman's anger management issues.





LRPD provided videos of the incident, but they were so heavily edited they were useless. 

Those edited videos are part of the 3rd AFOIA Denial of Rights lawsuit filed against the city and LRPD.

The Arkansas Commission of Law Enforcement Standards and Training ("CLEST") told us that they have not received any information about Solimans' conviction.  

We sent files obtained about the internal investigation and criminal case to them.

They can start the decertification process without input from LRPD.

This list represents payouts for unused vacation or PTO (personal time off) the city of Little Rock paid to current and retiring employees.

Former Mayor Stodola has been left hanging with his $220k payout as the board has yet to take it up at any meeting this month.

You night ask how can these city employees be able to roll over unused time from year to year.

WHERE IS ALL THE CHATTER ABOUT AN ABSENT WHITE CITY BOARD MEMBER?



When both Ward 2 Director Ken Richardson and Ward 1 Director Erma Hendrix , both black, missed some board meetings folks were screaming they needed to be replaced.

At-large Director Joan Adcock has missed all of the meetings of the board in the new year and not one individual has raised an eyebrow or suggest she be replaced.

Chew on that.

We obtained all the applications for the open LRPD Chief of Police Position. We found that three active LRPD officers have applied for the position, Assistant Chief's Alice Fulk and Hayward Finks along with patrolman Ethan Williams.

Finks was hired by LRPD in 1988 and Fulk in 1992 . Williams was first hired in 2005 and he quit in 2013 to attend college; he rejoined in 2017.

In Finks' application packet there is a letter in which he makes reference that he had attached a resume. Fink's resume was not included in the response the city provided to our FOI request.


So we attempted to obtain a copy of Fink's missing resume. We were not successful.



We noticed and odd coincidence in the files we obtained. Take a look at Finks' letter again.



Now look at the one from Fulk. 


We find it too coincidental that the letterhead is similar, same blue color used for both. Did Finks and Fulk have the same secretary type their letter for them?

Did the secretary try and sabotage Finks? 

Did Finks intentionally not submit one so that he could look at Fulk's and try and match it?

Or as we suspect, is Finks too dumb to realize that he forgot to include his resume if he actually had one prepared.

***UPDATE - 01/16/18***

We sent an email to the city of Little Rock Human Resources Department about Finks' missing resume.  They told us that they did not receive it. We then sent an email to Finks asking about it and he referred us to the HR department. We responded and pointed out that our email had our request to them and their response. We never heard back from him. 







We also received information that Finks, like all other applicants, had to fill out an online application and upload a resume. 

Finks did not understand our simple question and request. He tried to wiggle out and told us to talk to HR about the "application process" when we did not ask about that , we just wanted to know what happened to his resume.

Finks is just like his former boss, that befouled POS Kenton Tremar Buckner.

We don't need a Buckner clone as our new CoP.

WHITE-RUN BOARD BREAKS TRADITION TO AVOID APPOINTING A BLACK VICE MAYOR


The white majority Little Rock Board of Directors voted Tuesday night in an executive session to recycle Ward 7 director B.J. Wyrick to be Vice Mayor in order to keep Ken Richardson from getting the position. Wyrick was Vice Mayor from January 2000 until December 2001.

The board has a tradition that a member with tenure that has not held the position of Vice Mayor is usually the one to be selected. 

Neither Ken Richardson or Erma Hendrix have ever held that position. Both are black.

Capi Peck, who is white, is the newest member of the board has never held that position either.

This is a racist board, as Director Hendrix is fond of saying, and you can do some research and you will find that no proposed ordinance put forth by Hendrix or Richardson has ever gotten enough votes to pass. That is institutional racism and those old decrepit white directors, and Doris Wright (who most always votes with the whites) cannot offer any other explanation than institutional racism.

It's time to sign the petitions to recall these ancient assholes and get this city  on moving forward.

We will go into each board member with great detail and give you some information about them you won't find anywhere else.

MAYOR SCOTT ASKS LRPD FOR 24/7 SECURITY DETAIL AFTER RECEIVING DEATH THREATS

MAYOR SCOTT WANTS A 24/7 SECURITY DETAIL PROVIDED FOR HIM AT WORK & HOME
We received a tip that Mayor Scott asked City Manager Bruce Moore to have LRPD provide a 24/7 security detail for protection after receiving death and other threats.

A spokesman for Mayor Scott confirmed that in an off-air telephone conversation during the Black Focus show on the JoyNetRadio.com today (it will be a topic of discussion on the show tomorrow from 12 - 2pm).

The spokesman stated that Scott's stand on the no-knock raids, wanting to establish a citizens review committee and other issues (especially the LRFOP) had made him a target. 

We also learned that Mayor Scott took over the office suite that the City Manager was in due to concerns about "too much" accessibility in the office that the previous mayors occupied.

***Correction***

One of our city hall sources advised that Moore has not been evicted from his office. Work is being done on the Sister Cities Conference Room to turn it into a new office for Mayor Scott.

TWO LRPD OFFICERS SUSPENDED DUE TO DOMESTIC VIOLENCE INCIDENTS




Two Little Rock Police officers have been placed on leave and are subject of internal investigations as a result of two unrelated domestic violence incidents.

Officer Ahmed "Jack" Soliman, a/k/a Ahmed Hassa Soliman-Motawie, and Det. Terry McDaniel  have been relieved of duty and are on paid leave pending the outcome of the internal investigations and associated criminal proceedings.

Somalian-Motawie's troubles came to a head back on September 23, 2018. He got into an argument with an ex-girlfriend, Kristen Giggleman and sometime during the encounter he grabbed a knife and intentionally cut himself. The report suggests that Soliman-Motawie might have been stalking her.

Somalian-Motawie's had been recently divorced from his wife Kathryn. The decree from their divorce was filed on May 21, 2018.

Giggleman subsequently filed a complaint against Somalian-Motawie and he was charged with Domestic Battering 3 Degree and arrested. The judge in the matter, Hugh Finkelstein, issued a no contact order on October 11, 2018 and had Somalian-Motawie surrender his passport (we have sent a FOI request for filings in this case, but have not yet received the records).

On  October 21, 2018, Somalian-Motawie really screwed the pooch and violated the order of protection. He went to the residence of a relative of Giggleman's which was in violation of the no contact order issued October 11th.

Now to the matter of Det. Terry McDaniel. His domestic abuse case involves Lori Gore, the mother of his two children.

On December 19, 2018, Gore called LRPD after McDaniel tried to kick her door in and then broke a window of her residence and threatened to "beat her ass and hide her where nobody could ever find her". 

We assume a homicide detective could possibly do that - hide a body that is.

Gore subsequently filed for an order of protection against McDaniel, which was temporarily granted by Judge Michael Reif. A hearing will be held on January 16th at 10:00 am on the matter (we have sent a FOI request for filings in this case, but have not yet received the records)


NOTICE TO McDANIEL ABOUT THE HEARING FOR THE ORDER OF PROTECTION

McDaniel also filed a lawsuit against Gore. In it he claims she filed a false police report about the domestic abuse incident. McDaniel also claims she uses drugs and fake identification.

Apparently McDaniel might have violated a few of LRPD's General Orders and Rules and Regulations in his relationship with her if his allegations are true and he never filed a report about her. Shenanigans all around. 



McDaniel has shot and killed at least two men during his time with LRPD. One of those killings almost caused a riot. The circumstances surrounding both shooting were questionable.

We have obtained videos from LRPD of when they responded to calls from both victims. We will have edited versions posted as soon as possible.
