SUSPENDED LRPD OFFICER BRANDON "BUTTERBALL" JOHNSON ARRESTED FOR VIOLATION OF AN ORDER OF PROTECTION


Suspended LRPD officer Brandon "Butterball" Johnson was arrested on October 4th for violation of a temporary Order of Protection that had been issued on September 27th.




Johnson was suspended on or about September 24th after it was alleged that he forced a female he pulled over to perform oral sex on him.

We broke that story and you can read our post about that incident by clicking here.

We obtained court and jail records for this incident as well as other times that Butterball was suspended from employment with LRPD.








MUGSHOT OF BRANDON "BUTTERBALL" JOHNSON

The Saline County Sheriff's Office deleted Butterball's mugshot and arrest information from their website. No doubt they are protecting one of their own. 

They illegally redacted the report they sent us and we will be see the Saline County Sheriff in court in about seven days or so.

According to records obtained from LRPD, Butterball has a less than stellar record with them.

The alleged sexual assault incident is suspension number five for him.













 You might ask are there other rogue LRPD officers like Butterball.

The answer is yes.

LRPD OFFICER BRANDON "BUTTERBALL" JOHNSON SUSPENDED OVER ALLEGATION THAT HE LET A DRUNK DRIVER GO IN EXCHANGE FOR A BLOW JOB

Sources inside LRPD report that LRPD Officer Brandon "Butterball" Johnson has been relieved from duty pending an internal investigation.

Officer "Butterball" Johnson pulled over a suspected drunk driver last night and the female driver told "Butterball" that she could not go to jail for DWI and that she would do anything to keep from being arrested.

Officer "Butterball" Johnson agreed to let the female perform oral sex on him in exchange for letting her slide on the DWI offense.

We were told that IAD investigators  secured the uniform Officer "Butterball" Johnson was wearing last night and the sex act is reported to have been captured on the MVR in Johnson's patrol unit.

Johnson was featured in an episode of our YouTube series, Little Rock Police Gone Wild. 



LRPD would not respond to our requests for confirmation of Johnson's suspension.

BEFOULED LRPD CHIEF HEADED BACK TO COURT OVER REFUSING TO PROVIDE PUBLIC RECORDS - IT WILL BE THE THIRD TIME IN THE LAST TWO MONTHS

LRPD CHIEF KENTON TREMAR BUCKNER DOESN'T GIVE A SHIT ABOUT TRANSPARENCY

Back in June 16th,  LRPD Officer Evan Keith Howell was suspended for pointing a BB gun at a citizen (terroristic threatening) when he responded to a call.

After an internal investigation was conducted, a criminal case file was submitted to the Pulaski County Prosecuting Attorney for review.

The matter was made public on July 9th, and we made a Freedom of Information request.


 LRPD responded our request twenty-two days later on July 31st. 




Responding to our request twenty-two days later is a violation of the Arkansas Freedom of Information Act. The AFOIA requires a response withing three days.

That delay was addressed in the second lawsuit our publisher filed against Chief "NegroPapi" Buckner and that delay caused Judge Mackie Pierce to issue this statement to Buckner at the end of the hearing:



Moving on to this morning, we sent a follow-up request to records we asked for over three months ago.



 LRPD responded.




We must pause here to advise you dear readers of a fact - Lt. Ford is a liar.

He lied when giving testimony in our publishers first lawsuit against his boss and in the second one he made a false affidavit and his lie was caught in the direct questioning of his subordinate, Sgt. Rebecca Junkins, which caused city attorney Alex Betton to not call him to testify even though he was present at the hearing

Our publisher started to call him to the stand anyway, but did not want to prolong the hearing as the Judge had another matter hear.  Rest assured, we will have a detailed post about Lt. Michael "Lil Liar" Ford in the coming days.

So once again, our publisher will be appealing LRPD's decision to violate our laws once again and Buckner will be back in court to get "dinged".

Here are some lingering questions about this matter:

Why the officer in his report did not identify Howell's employment as a police officer and did not refer to Howell as Officer Howell in the report narrative is telling.

The report indicates that Officer Howell committed a Class D felony. 

We suspect that the criminal case file LRPD gave to the Pulaski County Prosecuting Attorney accuses Officer Howell of a felony.

Why then is he still employed by LRPD?

We found an interesting fact when preparing this post.

The officer that filed the report of this incident, Jude Silva, once arrested Howell when he was a teenager.







***UPDATE 9/17/18*** 

On September 10th we called the Pulaski County Prosecuting Attorney's office to make an inquiry about the Howell case and they transferred us to chief deputy Prosecuting Attorney John Johnson.  We were sent directly to his voicemail and we left a message requesting the status of the Howell case. He never returned our call.

On September 11th we called the Pulaski County Prosecuting Attorney's office again and stated we wanted to make a verbal FOI request. We were transferred to the voicemail of Melanie Martin. We made our verbal FOI request. Again we never received a call back, the requested information  or a deniual of our request.

Perhaps Martin is on a leave of absence so she can campaign for her race for district judge.

So we called back today to follow up on our request and to see why it was ignored.

After leaving another voicemail message for Johnson, he called back (perhaps it was our remarks about no one having the balls to return our calls that spurred him to call back this time).  We were told that his office had to send the case back to LRPD for affidavits.

Justice works slow in Pulaski County, especially if the suspect is a law enforcement officer.

EXCESSIVE FORCE CASE INVOLVING WHITE OFF-DUTY LRPD NON-RESIDENT OFFICER HEADS TO TRIAL

An attorney for two men who were shot by police in Park Plaza mall's parking deck in late 2011 has asked a federal judge to allow a trial over the shooting to proceed next month as scheduled.

Last month, attorneys for the city and the mall asked U.S. District Judge Billy Roy Wilson to grant summary judgment to them and dismiss the case. They argued that the plaintiffs' excessive-force allegations against officer Christopher Johannes, who was working as off-duty security for the mall, are unsupported by the facts.

But attorney Willard Proctor Jr., who represents the two men who were wounded by Johannes' bullets and another who was with them but escaped injury, insisted in a written response that there are factual disputes about the shooting that must be decided by a jury.

"At best, when he fired his gun, he only knew that a white female had been approached by a black male or males," Proctor wrote. "Armed with that, he fired his duty weapon in the Park Plaza Mall parking lot supposedly to stop a threat which he created when he approached the car."

As a result, Keith Pettus, a front-seat passenger in a car being backed out of a parking space, was shot in the face, and the driver, Joseph P. Williams, was shot in the back. Johnnie Campbell, who was in the back seat, escaped injury.

Proctor wrote that "the bullet is still lodged in Mr. Pettus' face. Mr. Williams continues to suffer from his wounds. Summary judgment should not be granted in this case because genuine issues of material fact remain to be litigated."

The shooting occurred about 2:30 p.m. on Dec. 27, 2011, as Johannes approached the 2006 Chevrolet Malibu, which was in a parking space on the mall's lower level. Police said Johannes was assisting mall security officers to whom a shopper had reported that the men asked her 17-year-old daughter to get in the car with them.

The city contends that Johannes fired 12 shots at the Malibu because it was backing out of the space at high speed after Johannes told the driver to stop. Johannes feared that he and an unarmed mall security officer, Sara Hawkins, were in the path of the fleeing vehicle and might be struck, the city contends.
 

The car then changed direction and crashed into a wall of the parking deck, and the three men got out and ran, police said. This was despite Williams having been shot four times in the back and Pettus being grazed by a bullet on his face, according to court documents.

Johannes apprehended Williams and the other two men stopped running, the city has acknowledged. Attorneys for the city say the reason Williams tried to back out quickly after seeing the uniformed officer and the security officer approach was because he had drugs and guns in the car.

Police found two plastic bags of cocaine and about $2,400 cash during a pat-down of Williams, and Xanax, other pills and two pistols inside the car, they reported.

Proctor argued that Johannes' actions that day "were not objectively reasonable. He did not have probable cause to shoot 12 times."

He also argued that Johannes put himself in a dangerous position in the way he approached the backing-out car, and that there are questions "about the sufficiency of the warning that Officer Johannes gave to Joseph Williams."

After his release from the hospital, Williams pleaded guilty to drug and gun charges, and was returned to prison. Now 36, he remains in prison, according to electronic records at the Arkansas Department of Correction. The records say he won't be eligible for parole until 2023.

WORM TURNING AT LRPD - IS ASS. CHIEF ALICE FULK POSITIONING HERSELF AS REPLACEMENT FOR BEFOULED CHIEF KENTON "NEGROPAPI" TREMAR BUCKNER?

ARE PLANS UNDER WAY TO FIRE "NEGROPAPI" AND REPLACE HIM WITH FULK?

If the rumors from our city hall and LRPD sources are correct, changes are coming quickly in leadership at LRPD.

It's no secret that the publisher of this blog has long pointed out problems with the leadership, or lack thereof, of befouled chief Kenton Tremar Buckner, a/k/a "NegroPapi".

"NegroPapi" from day one questioned the need for the Little Rock Black Police Officers Association ("LRBPOA"), even though records obtained via a FOI request show that he belongs to several law enforcement organizations specifically for folks of color.

"NegroPapi" has ignored and refused to investigate complaints made by the LRBPOA which has landed him in court after black officers sued him and the city.

We have covered the previous complaint made by the LRBPOA in this post .

The latest dis of the LRBOA by a predominantly white force and administration is detailed in a letter dated August 15th from the LRBPOA.

Ass. Chief Fulk did something befouled Chief Kenton Tremar Buckner has never done, she gave answers, answers that clearly indicate a change in LRPD's way of doing business.

They have also made other changes forced by two lawsuit lost to the publisher of this blog over the Arkansas Freedom of Information Act. 

In the last court case Buckner admitted problems in the department were due to a "lack of leadership".


Another change forced on LRPD and Buckner by our publisher is the opening up of their social media pages to him and other blocked by Buckner and his sycophants to be able to make comments.

Our publisher was blocked several years ago and LRPD could not provide any documentation or reason for that action.

In a conversation with city attorney Tom Carpenter after the 2nd lawsuit, our publisher promised another lawsuit was ready to be filed, one over his 1st Amendment Rights.

Not wanting to lose yet another lawsuit, Buckner relented.


If all that is not enough to show that changes are being forced on Buckner, the deposition from a lawsuit filed by a racist recruit fired for his use of the "n" word - a lawsuit that the city settled and paid out $50,000 - revealed that Buckner uses the "n" word too. That fact has led a complaint by the racist recruits attorney to troubled city manager Bruce "HomeWrecker" Moore demanding Buckner be fired.

Add to this damning evidence is two contrived cases made by corrupt LRPD officers - the cases of Troy Parker and Roderick Talley. We will have posts about those incredible incidents in the coming days.

We also have documents concerning the officers that have issues with truthfulness, ones Buckner has no problems with.  That post will be coming out later this month.

Will the rumor about Buckner's pending departure prove true?

We, many police officers, and citizens hope so. It can't happen fast enough.

***Update 9/2/18***

Don't think for a minute that we believe that Ass. Chief Alice Fulk will be a good replacement for befouled boss. 

She has some sketchy stuff to explain, like giving special privileges at the firing range to her now partner - privileges that John "SmackMyBitchUp" Gilchrist complained about and delaying taking a drug test (rumors are that she was possibly taking drugs that were perhaps once actually prescribed to her but which the prescription had expired; she would have to show a valid prescription for drugs found in her system). 

Answers are also due regarding a trip to Hawaii she took with a female subordinate.

These issues were raised in an anonymous complaint circulated to city hall and civic leaders last year.

 ***UPDATE - 9/14/18***

A source in the city managers office sent us a memorandum Ass. Chief Fulk sent to Chief Buckner a couple of weeks after she resounded to the BPOA complaint.

 
While we have concerns about Fulk being the replacement for Buckner, she appears to be a better leader than her boss in that deals with problems much more professionally and directly that Buckner.

Perhaps she doesn't owe John "SmackMyBitchUp" Gilchrist anything, unlike Buckner, and is less corrupt that the other administrative staff of the department.
