This sorry excuse for a cop came to our attention back in 2018, when he was piss-on-yourself-drunk at Midtown Billiards with another LRPD miscreant cop Spencer Mitchell.

This is a video we posted about the incident back in 2018.

Fibster Brackins lied multiple times about what actually happened that night at Midtown starting when fellow cops responded and he told them he saw Parker snorting drugs in the men's room at Midtown.

Then he claims it was a white guy he saw using drugs in the Midtown men's room.

His different versions of what happened should have been enough of a reason to be fired for untruthfulness. 

Instead he only caught 176 hours of suspension.

It appears from the IAD investigation and witness statements that Brackins was really attempting to buy cocaine for his own use.

Why would LRPD want to keep him employed?

To avoid paying a settlement to Troy Parker.

That is borne out in a memorandum from Lt. C.P. Lewis.

Lt. Lewis addresses Brackins substance abuse issues and tendency toward self-destructive behavior (suicidal potential).

The fake ass charges against Troy Parker were dropped.

Cops like Brackins need to be drummed out of law enforcement and have their credential revoked.

For decades we have acquired files from the Little Rock Police Department regarding internal investigations and criminal files conducted on their employees.

We have an on-going series about where all the LRPD take-home vehicle go, mostly outside of the city.

Now we will expose the drunks, drug addicts, mentally ill misfits that comprise the mostly mercenary LRPD ranks.

Our first episode in this new series reads like a made for TV movie.

This cop had blackouts from mixing psychotropic drugs/booze, and suffers with  with a mysterious obsessive compulsive disorder. Top that off with insurance fraud and you have a typical LRPD cop.

A complaint back in 2014 by Shawntell Looney, a female that apparently had an itch for bad boy cops, resulted in this miscreant getting forever branded as a liar and a risk to the shaky reputation and credibility of LRPD.

Here is the entire IAD file. It's a big file but worth taking a look at. It has some salacious details (hint: sex tape).



The investigation revealed that Looney had been in a relationship with another LRPD cop, Henry Moore.

The investigation details that one occasion when Looney stayed over at Boyce's residence, he took her phone with him when he went to take a morning crap. Boyce found that Looney had sex with Moore (Boyce thought that they were going steady) and it set Boyce off.

Boyce only received a 15 day suspension.

Branded as a liar, he should have been fired. 

The U.S. Supreme Court ruled in 1963 that prosecutors must tell anyone accused of a crime about all evidence that might help their defense at trial. That includes sharing details about police officers who have committed crimes, lied on the job or whose honesty has been called into doubt.

The Pulaski County Prosecuting Attorney's Office provided no records to our request for a list of LRPD Officers that had issues with truthfulness and credibility, even though a story Fox16 did back in 2016 references such a list.

We were tipped off yesterday by a source at LRPD that the brother of the Little Rock mayor had been arrested for stealing a car and kidnapping.

We sent an email to the feckless mayor for comments but he never responded.

In May, a petition to involuntary admit Darrell Scott for  observation and treatment of mental illness was filed. 

Another petition was filed in late June.

It was dismissed on July 1st because Darrell Scott could not be located.

Perhaps the mayor should have sent his LRPD bodyguard team out to find him. Maybe the auto theft and kidnapping could have been prevented had he been found and hospitalized.

We have previously posted about the mayor's sealed criminal case (for DWI/Prostitution according to law enforcement sources) and in fact at his very first board meeting I demanded he be transparent (one of his campaign platform issues) and come clean about that sealed criminal case. We also posted about his father's violent criminal behavior and numerous petitions for orders of protection filed by his victims. Click here for that post.

That post about his father really pissed off the mayor and his questionable behavior and lack of self control are evident in this video. 

Another episode of our mayor's questionable, impulsive behavior was during the uprising over the murder of George Floyd by cops.  He joined in with protestors and led them on a march down Capitol Avenue until water balloons were tossed at him. He fled and jumped into the waiting car of his LRPD bodyguards leaving the protestors at the mercy of cops firing rubber bullets and illegal CS gas.

The very next day Feckless Frank apologized in a press conference for his actions calling them a "mistake; a lapse of judgment."  He had the gall to say he went there in a "spirit of protection".

The mayor exhibits traits of certain mental disorders and needs to come clean if he is taking any medications for treatment of mental disorders.

We have a right to know about that and his own criminal past, sealed records and all.

The mayor used his public "pulpit" position as the CEO of the city to make a statement about his brothers situation.

We could not resist making a comment.

This story has become a national news story. 

Darrell Scott's PushBlack is still operating in his absence, and like the feckless mayor has not responded to a request for comments.

Darrell Scott is registered to vote here in Pulaski County.

A check of  records with the Pulaski County Assessor reveals he did not assess any personal property in the county last year.

According the the Arkansas State Police, Darrell Scott was cited for multiple moving vehicle violations; DWI,  careless driving, driving without a license or proof of insurance, obstructing governmental operation and driving with an open container of booze.

Scott wrecked a black SUV around 4:3-0 p.m. south of the city and was taken to Baptist Hospital.

The children kidnapped were two females, ages 4 and 11.

Scott claimed he was sexually assaulted while in the custody of NLRPD and was taken to a local hospital for a rape test to be conducted.

We were the first new media organization to post on June 15th about the social action taken against the traitorous confederate idol on city of Little Rock owned land in MacArthur Park. 

We ran a story on June 19th that featured exclusive video and photos of the early morning (3 a.m.) removal of the traitor soldier from the base of the idol. Click here for that story.

We have a multitude of field reporters that help us break stories weeks before main stream media and receive hundreds of tips a week about goings on in the city and at Little Rock city hall.

Our data base of records allow us to have information ready at a moments notice that other media sources envy.

Records obtained from the city reveal that a couple of employees of the the MacArthur Museum of Arkansas Military History blame us for confederate idol vandalism and removal.

We suspect that we have had more folks watch that video and read our post about the piss stain on the idol than has visited the museum in the last year or longer.

As stated in the June 19th story, I received information from a highly placed Little Rock city hall source (at 4:33 p.m. on June 15th) that reported "that the confederate statue in MacArthur Park had been tagged over the weekend".

I called my associate Chief Ean Lee Bordeaux (at 4:44 p.m. on June 15th) and apprised him of the social action and he rushed to take photos.

Ean arrived before I did and was able to speak with and record an interview (included in the June 19th story) with a man that had been doing some power washing at the museum and had been asked to try and wash off the traitor idol.

I can document my whereabouts and my activities the entire day of June 15th.

I don't make statements I cannot back up with facts and documents, as these two fuckwads will soon find out.

The city is facing a lawsuit over several actions they tried to take dealing with my activities as a journalist.

The first was the external hard drive that was given to me in response to a FOI request.

The city falsely claimed I "hacked" the hard drive to revel thousand of files, some containing sensitive and exempt from FOI request information.

Then the beleaguered, lying police chief attempted to bring charges against me in retaliation for exposing his corrupt ass. That story was covered by the Arkansas Democrat-Gazette and The Arkansas Times. 

Now this incident with the city run museum.

I have two lawyers working on the lawsuit and they await a per-litigation settlement conference with the city attorney.

Meanwhile, we await a FOI response from the city for employment records and emails from the museum staff.
