Does our autocratic, feckless and frightened mayor actually live where he claims he does?
Frank Scott, Jr. made a big deal out of living in SWLR during his campaign.
Never mind that he held his watch party at Cajun's Warf and not at an establishment in SWLR. Well, given that his rich Republican friends would not go south of I-630 after 5:00 p.m., that was probably the spot to make them feel comfortable.
According to Scott's voter registration, he resides at 7903 Edwina Drive.
According to filings at the Pulaski County Assessors Office, Scott owns that home and has since August 21, 2008. He paid $107,000 for it. He claims a homestead exemption on the property.
He also uses that residence for the assessment of personal property.
Scott received a ticket from LRPD back in January 2018 for failing to transfer vehicle registration and careless and prohibited driving (he has a lengthy history of traffic and parking violations).
Scott paid a $115.00 fine in exchange they"dismissed" they charges.
Props to the two officers Jessie Hampton and Kevin Ward. that pulled over a mayoral candidate and wrote him a ticket.
But take a closer look at the rundown residence he states is his home.

Does this look like the home of a successful banker? A former Highway Commissioner? A mayor of the largest city in the state?
It looks like a trap house.
A huge indicator that Scott doesn't spend a lot of time at the residence is a lack of an alarm sign (and no alarm permit registered with city hall) or external security camera. Also the absence of one of those hi-tech police camera on the utility pole in his yard is the biggest indicator.
LRPD has at least 53 of these cameras. We have posted on our Bad Government in Arkansas Facebook page the location of many of these.
The Arkansas Times published a story about the cameras when LRPD first deployed them back in 2013.

You might ask why is the absence of a LRPD camera at his alleged residence telling.
Well, you might recall that the day the prosecuting attorney cleared the killer cop Charles Starks in the murder of Bradley Blackshire, Scott was assigned two LRPD detectives to be his bodyguards and drivers.
This was due to threats (some made by LRFOP members according to Scott - he told this to an associate of ours back in January - see our post).
Scott says the LRPD advised him he needed protection.
Is the protection only during the work day? Seems that if there are credible threats to the mayor's safety, that the least LRPD would do is put one of their surveillance cameras on the utility police at Scott's alleged residence.

That camera could be monitored 24/7 by the officer that sits behind the BR glass at police HQ on Markham with a room full of TVs/monitors. That desk is manned 24/7.
If that is actually the mayor's residence, and he needs bodyguards, then a camera like those that LRPD deploys all over the city should be in place.
The next clue is a burglar alarm or lack of one.
There are no visible alarm signs on the property. A telephone call to city hall for information about an alarm permit at that location did not reveal one.
Maybe the mayor does live their and he doesn't care about the appearance of his home and how it reflects upon him.
Maybe he spends all his money on clothes and eating and drinking at high end trendy places and a hidey-hole apartment or condo. He sure as shooting isn't spending any money on maintaining or upgrading his alleged residence.
