MAYOR'S LRPD BODYGUARDS RACK UP $6,959.12 IN OVERTIME PAY FOR 80 SOMETHING HOURS OF WORK IN 16 DAYS

 

DOES FECKLESS MAYOR SCOTT SPORT A BULLET RESISTANT VEST OUTSIDE CITY HALL?

According to records obtained from the city of Little Rock via a Freedom of Information request, two LRPD officers assigned to be part-time bodyguards/drivers for our autocratic, feckless and frightened mayor have racked up $6, 959.12 in overtime payments since April 19th.

LRPD officers Irving Jackman and Chris Henderson were the two officers selected to babysit Mayor Scott and drive in around in a late model black Chevy Tahoe. They do not wear uniforms performing this duty. They were assigned to this task after the Pulaski County Prosecuting cleared now fired LRPD Officer Charles Starks of any wrongdoing in the homicide of Bradley Blackshire on February 22nd.

Jackman received $3,560.48 for 88 OT hours and Henderson received $3,250.80 for 84 OT hours.  You can view their OT time sheets by clicking here. 

These hours were in addition to their regular patrol shifts. Each officer has an annual salary of $51, 590.66.

Look closely at the documents for  April 30th and May 7th. They were providing protection on board meeting days. There are usually three uniformed officer assigned to cover the board meetings.

What did these plain-clothed officers do while the board meeting took place? Hang out in the mayor new office to watch Netflicks and chill?

Why the double coverage by LRPD when the mayor and LRPD cannot produce a single document to justify his need for bodyguards.

Our FOI request also confirmed that little else is being done to provide security for Mayor Scott other that these two paid wing men.

Does our autocratic, feckless and frightened mayor actually live where he claims he does?

Frank Scott, Jr. made a big deal out of living in SWLR during his campaign.

Never mind that he held his watch party at Cajun's Warf and not at an establishment in SWLR. Well, given that his rich Republican friends would not go south of I-630 after 5:00 p.m., that was probably the spot to make them feel comfortable.

According to Scott's voter registration,  he resides at 7903 Edwina Drive.

According to filings at the Pulaski County Assessors Office, Scott owns that home and has since August 21, 2008. He paid $107,000 for it. He claims a homestead exemption on the property.

He also uses that residence for the assessment of personal property.

Scott received a ticket from LRPD back in January 2018 for failing to transfer vehicle registration and careless and prohibited driving (he has a lengthy history of traffic and parking violations).

Scott paid a $115.00 fine in exchange they"dismissed" they charges. 


Props to the two officers Jessie Hampton and Kevin Ward. that pulled over a mayoral candidate and wrote him a ticket.

But take a closer look at the rundown residence he states is his home.

PEELING PAINT, GUTTER LYING IN FLOWER BEDS - SIGNS OF A PROUD HOMEOWNER

Does this look like the home of a successful banker?  A former Highway Commissioner? A mayor of the largest city in the state?

It looks like a trap house. 

A huge indicator that Scott doesn't spend a lot of time at the residence is a lack of an alarm sign (and no alarm permit registered with city hall) or external security camera. Also the absence of one of those hi-tech police camera on the utility pole in his yard is the biggest indicator.

LRPD has at least 53 of these cameras.  We have posted on our Bad Government in Arkansas Facebook page the location of many of these.

The Arkansas Times published a story about the cameras when LRPD first deployed them back in 2013.

You might ask why is the absence of a LRPD camera at his alleged residence telling.

Well, you might recall that the day the prosecuting attorney cleared the killer cop Charles Starks in the murder of Bradley Blackshire, Scott was assigned two LRPD detectives to be his bodyguards and drivers.

This was due to threats (some made by LRFOP members according to Scott - he told this to an associate of ours back in January - see our post).

Scott  says the LRPD advised him he needed protection.

Is the protection only during the work day? Seems that if there are credible threats to the mayor's safety, that the least LRPD would do is put one of their surveillance cameras on the utility police at Scott's alleged residence.

WHY IS THERE NO LRPD SURVEILLANCE CAMERA ON THE POLE IN THE YARD OF SCOTT"S ALLEGED RESIDENCE ? IS IT BECAUSE HE DOES NOT ACTUALLY RESIDE THERE.

That camera could be monitored 24/7 by the officer that sits behind the BR glass at police HQ on Markham with a room full of TVs/monitors.  That desk is manned 24/7.

If that is actually the mayor's residence, and he needs bodyguards, then a camera like those that LRPD deploys all over the city should be in place.

The next clue is a burglar alarm or lack of one.

There are no visible alarm signs on the property. A telephone call to city  hall for information about an alarm permit at that location did not reveal one.

Maybe the mayor does live their and he doesn't care about the appearance of his home and how it reflects upon him.

Maybe he spends all his money on clothes and eating and drinking at high end trendy places and a hidey-hole apartment or condo. He sure as shooting isn't spending any money on maintaining or upgrading his alleged residence.

MORE BAD APPLES AT LRPD - ANOTHER OFFICER CHARGED WITH A CRIMINAL OFFENSE

"HANDSY" TAYLOR WAS ARRESTED FOR COPPING A FEEL.

Another Little Rock Police Officer has been arrested and charged with a criminal offense.  This time it's probationary officer Edward James "Handsy" Taylor, Jr.

Officer "Handsy" Taylor and his wingman, Odie Brown, were at Discovery Night Club getting their freak on and harassed at least three women by touching their breasts and buttocks. Taylor also dangled a bag of weed in their faces, in an attempt to entice them to party with him.

Taylor also flashed his badge to the women. Dumb move "Handsy".

When the women complained to the club security, they were kicked out.

Upon leaving the building, the woman noticed two off-duty LRPD officers working outside security, Sgt. Kenneth Thompson and Officer Kenneth Baker.  The women went over and reported to the officers what had happened.

to give a statement to detectives.

Officer "Handsy" Taylors lying and refusal to give a statement to detectives are violations of LRPF General Orders.

As a probationary employee, if Officer "Handsy" Taylor is fired, he cannot appeal his firing to the Civil Service Commission.

We suspect that Taylor will be fired. That's how you deal with probationary employees that make bone-headed decisions that puts the department in a bad light.

If he's not fired, he will probably resign.  That's what rogue cops do to keep their internal investigation file from the public. Unless LRPD recommends that their certification be revoked, these rogue officers can go to work for another law enforcement agency. 💩 

LRPD had little choice but to fire Ahmed Soliman, who was convicted of domestic battery and as a result of that conviction cannot posses a firearm. Click here to read our post about that psycho.

LRPD OFFICER CONVICTED IN DOMESTIC VIOLENCE CASE - FEDERAL LAW PREVENTS HIM FROM POSSESSING FIREARMS - WHY IS HE STILL EMPLOYED?

We posted back in January about two LRPD officers suspended for domestic violence incidents. You can read that post by clicking here. 

One of those officers, Ahmed "Jack" Soliman was recently convicted of a crime that makes him ineligible to posses a firearm and to hold a law enforcement certification in the state of Arkansas.

So why has he not been fired?  

That's a question Mayor Frank Scott and LRPD have refused to answer.

We sent several email about his continued employment which were ignored.

So much for transparency in the Scott regime.

On March 6, 2019, Soliman plead guilty to the charge of domestic battery 3rd - an offense that prohibits him from ever possessing a firearm, unless he receives a pardon.

He got a break on his violation of an Order of Protection though. If he stays away from his ex, he gets that charge dismissed after six months. 

It seems odd that the judge would not have passed the case for a year to have that coincide with the no contact order he entered in the domestic battery case.

Federal law prohibits Soliman from this point on from ever having possession of a firearm.

Soliman has appealed the conviction, one he plead guilty to. Maybe he will argue he was mentally imbalanced when he entered that plea.


As we mentioned back in our January post, Soliman grabbed a knife and cut himself.  Photos provided in his criminal file show that to be the case.

That criminal files also revealed some startling information about Soliman. 

He likes to use nude photos of ex-girl friends or videos of sexual encounters with them to threaten them. 

Here is the narrative from a report back in 2017 that supports that assertion.
 

Similar threats were made in the latest matter. Soliman threatened to send photos and videos to his ex-girlfriends employer, the Little Rock School District.

The ex-girlfriend also took issue with the officers report narrative too.

The internal affairs investigator Sgt. Jarred McCauley states "the responding officers have a very narrow point of view"..."they don't have the full story".

Yet the reports the responding officer make can have a great impact.

The files LRPD provided also contained some text messages between Soliman and his ex-girlfriend. The messages deal a lot with Soliman's anger management issues.

LRPD provided videos of the incident, but they were so heavily edited they were useless. 

Those edited videos are part of the 3rd AFOIA Denial of Rights lawsuit filed against the city and LRPD.

The Arkansas Commission of Law Enforcement Standards and Training ("CLEST") told us that they have not received any information about Solimans' conviction.  

We sent files obtained about the internal investigation and criminal case to them.

They can start the decertification process without input from LRPD.
