A year ago we were the first news media agency to report that the LRPD police chief had been and was being sued for unpaid credit card debts.

On February 4th, LVNV Funding, LLC, filed a Petition for Indebtedness in the District Court of Cleveland County in Norman, OK, the official residence of the Little Rock Police chief. They are suing for $12,217,13 that Humphrey owed SoFi Lending Corp.
Like in the three previous debt lawsuits filed and won against Humphrey, his attorney filed a boilerplate denial.
LRPD has a General Order in place about employees conduct. It is often cited in disciplinary actions against sworn and civil employees.
LRPD also has Rules & Regulations that specifically deal with payment of debts and obligations.
How can the feckless mayor keep his chief with his financial problems when his actions violate his own departmental policies?
Both the feckless mayor and the scofflaw chief have little respect for the rule of law and court orders.
The Little Rock Fraternal Order of Police, the official city sanctioned representative and voice of LRPD cops, has issued a no confidence statement against the deadbeat chief.
City Board of Directors have expressed concerns about his continued employment.
If the feckless mayor wants to rebuild Little Rock he needs to fire the problematic, troubled chief to start.
