Court records reveal LRPD chief didn't pay credit card bills and racked up judgments totaling over $27K and has another pending case over an additional $15K debt

LRPD Chief Humphrey never left home without his credit card and never paid the bills


LRPD Chief Keith Humphrey has some serious financial issues as indicated by three lawsuits filed against him after he was hired by the city of Little Rock.

Before he could get settled in Little Rock, without his wife (more on that later), Deadbeat Keith had two judgements totaling $27,036.05 filed against him for failing to pay credit card debts. A third lawsuit is ongoing for a $15,870.94 credit card debt.







It make us wonder if he was about to get fired in Norman, OK for his questionable financial behavior.

Also troubling is his answer to the third lawsuit in July 2019 in which he states  he is a resident of Norman, OK even though he was living and registered to vote in Little Rock, AR. 




LRPD Rules and Regulations has two sections that reference deadbeats like Humphrey:




If the head of the department cannot follow the rules how can his employees be held accountable?

Humphrey was found in contempt of court here in Little Rock in the case of killer cop Charles Starks.




A contempt citation is also pending against him in our one of our AFOIA denial of rights lawsuits.






His contempt of the law is unquestionable and his continued employment needs to be addressed by feckless Reverend Mayor Frank Scott, Jr.

Humphrey's wife does not live in Little Rock, she remained in Norman, OK and is employed by the University of Oklahoma.





Shortly after Humphrey rented an apartment in SOMO, he changed his appearance and quit wearing his wedding ring. 










Court records back in Norman, OK and here in Little Rock do not reflect divorce proceedings.

It's extremely troublesome that she is not residing here with him in that he cried about getting the LRPD chief's job and stated it would be his last and this would be his home.

Apparently his wife didn't share his enthusiasm.

We sent an email to Chief Keef about his financial and legal problems:



Chief Keef provided a non-responsive answer:



Chief Keef used the defensive ploy most criminals use when they get caught, the "Ends Justifies the Means" defense. 

You see that most often with meth heads that need to rob or steal from folks to support their habit.

He deprived two creditors the monies that they were entitled to which resulted in them having to take legal actions to get what was due them.

If this was a criminal case, the amounts involved would be serious felony charges.

Displacement is a cowards way of dealing with problems.

The continued embarrassment for the chief and his estranged wife, his department and the city of Little Rock falls squarely at his feet.

Apparently the Chief Keef is feeling the heat and instead of manning up and taking responsibility for his debts - no one else was listed as a defendant in the three lawsuits and a court of law determined he failed to pay his debts and gave judgements to his creditors. 


Humphrey (Buckner 2.0) is liar and has to be fired.
