TURMOIL AT LITTLE ROCK POLICE DEPARTMENT IS DUE TO FAILURE OF LEADERSHIP - BLAME RESTS WITH CITY MANAGER BRUCE MOORE AND LRPD CHIEF KENTON TREMAR BUCKNER

YOU CAN THANK THESE TWO FOR THE PROBLEMS AT THE LITTLE ROCK POLICE DEPARTMENT

The crisis that the city of Little Rock is experiencing has just expanded exponentially.

2017 was a year that the city saw unmatched violence and a homicide rate that matched the Banging in the Rock days. 


Troubled City Manager Bruce "Home Wrecker" Moore saw no problems tossing away $10,000 to two LRPD recruit that walked away with his no-stings-attached $5k bonus within six months on the job.

 
IT APPEARS MOORE HAS A FETISH FOR MARRIED WOMEN

Moore also wasted over $14,000 sending befouled police chief Buckner to Harvard for a month long class on leadership.  Perhaps some civic minded individual will file an illegal exaction suit. 



LRPD showed a marked defiance for the Arkansas Freedom of Information Act and transparency in their repeated lack of cooperation in complying with open records act requests.

LRPD targeted the homeless and set up 24/7 video surveillance of a religious organization that provides services the city refuses to provide our large homeless population. 

LRPD sees nothing wrong with not enforcing laws against LRPD officers that violate the law - no tickets for speeding or causing accidents while on or off duty and openly pissing in the street.

Buckner was dishonest and lied to the Little Rock Board of Directors in at the July 5, 2017 when Director Lance Hines asked Buckner about getting help from the ASP patrolling areas of the city. Buckner rejected that idea.



This lie was revealed when we obtained information from the Arkansas State Police that Buckner spoken with the ASP Director on July 1st about obtaining assistance from the state police.




LRPD recruits and veteran officers were called out for questionable posts on social media and LRPD administration royally screwed up their handing of that mucky mess.

After that firing, more recruits and officers were found to have questionable content on their social media accounts. We posted about that here and here.






The Arkansas Times, in a recent post on their Arkansas Blog

points out the bias that exists within LRPD.



The Arkansas Times is on the right track about Buckner, but we have gone a bit further to point out his hypocrisy. 


As soon as Buckner landed in Little Rock after Moore hired him, he was quoted in the media that he say no need for the Little Rock Black Police Officers Association.  He also managed to plant his own foot right in his ass when he stated that crime in Little Rock was caused by the black residents.




Yet he uses our tax dollars to maintain memberships and attend conferences for the  National Organization of Black Law Enforcement Executives ("NOBLE") and the National Forum for Black Public Administrators ("NFBPA"). 

What's wrong with the National Association of Chiefs of Police K.T.?  Do you believe that the National Organization of Black Law Enforcement Executives can better represent you? 

The publisher of this blog and the publisher of Corruption Sucks blog warned Buckner and city leadership the slippery slope they were headed down by caving in and firing the black recruit that complained about the racist posts of the white recruit.


This warning was not heeded and now LRPD and city leadership is facing a shit storm and more bad publicity due to the mess they have gotten themselves into.

An additional problem for LRPD and the city was revealed this past week - a major investigation by the Department of Justice - one that has been going on since last summer.

It also came out last week that LRPD has fired a third recruit for the class that will graduate next month - Katina "Pug" Jones.

Turns out that after the Black Police Officers Association ("BPOA") complained about the white recruits racist social media post they directed all recruits (perhaps all other officers as well) to scrub their social media accounts.

Apparently Recruit Jones failed to remove some posts she made when she was 16 years old (see the images above) and that got her shit-canned.

Add into the mix the unreasonable 10 day suspicion of Sgt. Willie Davis, an officer that has a stellar record with the department, and is held in high regard by most all the citizens of Little Rock for his work with the O.K. program.

Davis and the BPOA has pissed off beleaguered Chief Buckner by making valid complaints about the way he runs the department, complaints that Buckner has admitted he dismissed as having no merit.

The day of reckoning for Moore and Buckner is fast approaching as concerned citizens are tired of their flapping tongues and insincere utterances.

Take a look at a recent public forum where Moore and Buckner came under fire.



At city board meetings last year when beleaguered Chief Buckner was there to address concerns with the sky-rocking murder rate and incessant almost daily shooting, Buckner told directors and the public that "we cannot police away crime in Little Rock", and saturation patrols in areas where violent crimes were occurring "would not work" and "might be a violation of individuals rights".  

Then a few months later that all changed. Buckner and city leadership claimed having more officers on the street was reducing crime and that "constructive contacts" a/k/a saturation patrols were also making a difference.

What really happened was that all the juveniles that were involved in violent crimes were back in school, hence the slacking off of incidents.



Both Moore and Buckner should be immediately removed from their positions for their malfeasance.  

They need to go for the good of the city.

We need changes in leadership to get the city on back track and solve the problems our current failed leadership has caused.

LRPD SUSPENDS BPOA VICE PRESIDENT OVER COMPLAINT OF RACIST POST BY RECRUIT - BIAS SHOW IN HANDLING OF SIMILAR COMPLAINTS REGARDING QUESTIONABLE SOCIAL MEDIA POSTS OF OTHER RECRUITS AND OFFICERS

SGT WILLIE DAVIS - TARGETED BY HYPOCRITICAL CHIEF KENTON TREMAR BUCKNER

LRPD has suspended Sgt. Willie Davis for ten days because he, and the Black Police Officers Association, made a complaint about racist social media posts of a LRPD recruit instead of reporting it to a supervisor and he re-posted a image/meme of kneeling athletes on his personal Facebook page.

If the BPOA had not written that letter and it had not been made public, LRPD would have swept the entire matter of the racist recruit under the carpet and we would have never known about it.
 
That recruit and another were fired over use of the term "nigga".

We were contacted several weeks ago by the girlfriend of one of the fired recruits, Brandon Gurley. She and Gurley provided us with copies of posts that other current recruits made that used the "n" word.  She advised us that she had mad a complaint to the Little Rock Police Department.

One recruit is Katina "Pug" Jones.



   
Another is Kreshun King.




How many other recruits had similar message on their social media accounts?
Here are their names, take a look for yourself, but we expect that their social media accounts have been scrubbed or deleted.



We sent a FOI request to LRPD about complaints made about recruits social media accounts.





This is what they sent. It was non-responsive to our request. We wanted copies of the actual complaints.




But in their response, they included information about Sgt. Davis.  According to Davis, LRPD never advised him that they were sending this information to us in response to and FOI request about the LRPD recruit class.  Notification is required under the Arkansas Freedom of Information Act.  But LRPD thinks that laws don't apply to them

Why were Katina "Pug" Jones and Kreshun King not fired like recruits Brandon Schiefelbein and Brandon Gurley were? There posts were of the the same nature of the ones that resulted in both Schiefelbein and Gurley termination.

The actions against Sgt. Davis were pure retaliation.  

Davis has been a long time critic of beleaguered LRPD Police Chief Kenton Tremar Buckner.

Take a look at the story the Arkansas Times posted on their blog today.

They also interviewed Sgt. Davis for another story about LRPD's uses of saturation patrols and unwarranted traffic stops and pointed out Sgt. Davis' criticism of Buckner.



It must be pointed out that Buckner tired to shut down the much lauded O.K. program that Sgt. Davis in involved with.



City leadership would not let that happen. They did not want Buckner to shut it down like he did the C.O.P. program.

Buckner has also been told the media that he does not see the need for the Black Police Officer Association as we have the Fraternal Order of The Police.

Buckner is a hypocrite in that he uses our tax dollars to maintain memberships and attend conferences for the  National Organization of Black Law Enforcement Executives ("NOBLE") and the National Forum for Black Public Administrators ("NFBPA").

This is an example of why the BPOA, and most of Little Rock's citizens,  have little trust or respect for the hypocritical, befouled police chief.

Buckner and other high ranking officers flaunt the departmental rules they use to punish officer like Sgt. Davis.

Buckner often hangs around a convicted felon and sexual offender, yet he took action against Officer Latrice Williams when she was seen talking to a former classmate that she did not know had been convicted of a felony.

Buckner appears to have taken no action against Officer Zeb Tyler who on his Facebook page accused the Mayor and City Manager of theft of public funds. 



Tyler also stated that the way to deal with Muslims is genocide.



He never responded to our emails about Tyler.






We understand that Sgt. Davis is appealing his disciplinary action to the Civil Service Commission.

That hearing will be packed with supporters of Sgt. Davis and we will there with  them.

CITY FAILS TO RESPOND TO FREEDOM OF INFORMATION REQUESTS

CITY FAILS TO PROVIDE TIMELY RESPONSE TO OUR FOI REQUESTS

Once again, the city of Little Rock has failed to follow the law and provide documents we requested under the Arkansas Freedom of Information Act.

Surely the city does not want to force a lawsuit to make them comply.

Board members have refused to provide copies of emails in the past claiming they deleted them.

This act is a destruction of a public records and is a felony.

It is time to clean out Little Rock City Hall.

If you are not registered to vote, do so today.  If you need a ride to be able to vote, there are groups that will be assisting and we will post that information nearer the election.

CITY MANAGER BRUCE MOORE'S LACK OF CREDIBILITY PLACES CITY GOVERNMENT IN PERIL


Many citizens of Little Rock question City Manager Bruce " HomeWrecker" Moore's ability to run the city after several bonehead incidents last year.

The first was he repeated defense of his choice for LRPD Chief, Kenton Tremar Buckner. 

Time after time at board meetings when Buckner would come under fire during questioning by City Directors,  when Buckner would start to lose it, Moore would step in and try and take control of the conversation.

Add to that was Moore spending $14k of our tax dollars on a month long leadership course for Buckner at Harvard.  Why was this expense course necessary?  Why did Buckner need to spend a month learning how to be a leader?  Click here for additional details about Buckner's wasting of public funds.


Then there was  Moore's $10k mistake with the LRPD recruit bonus program.

It is important to note that when  Moore first revealed his intention to give LRPD recruits $5k when they completed training he clearly called the $5k no-strings -attached payment a "bonus."

Watch this video and listen to him.



People often use bonus and incentive without making a true distinction, but in truth, they are slightly different. That is why Moore lied about ever calling the $5k payment to LRPD recruits a bonus and started calling it an incentive.


Both of them cover elements of compensation that go above and beyond the normal, recurring income of the employee (base pay or basic + allowances). But they differ as follows:


A bonus is a payment which is backward-looking and usually discretionary or at least not expected from the employee(s). A decision is made to pay it to one, a group or all employees, based on criteria decided by management to reward past achievements, such as reaching a specific profit or some important milestones for the organization (like graduating from the police academy), or in a totally discretionary manner.

So it is generally decided after the fact. A bonus is usually paid in cash, or sometimes in cash-equivalent such as stock options or other forms of equity. A bonus is non-guaranteed and usually on-the-spot.


An incentive is a plan which is forward-looking. Payment is tied to the achievement of specific objectives that have been per-determined and communicated to the employees that are on the plan. The purpose of the incentive scheme is to influence behavior to reach the objectives by providing an incentive to work towards the goals.

An incentive can be paid in cash or in non-monetary award, for example some gifts or travel (especially for sales). The incentive plan is not discretionary : if the upfront, agreed objectives are reached, the payment or award is made.

But another bigger problem exists with the $5k payment to recruits, there are no stipulations concerning the payment. Two of the first recruits to get the money from Moore quit and walked away with the money. One after three months and the other after six months.

Moore told board members at a recent board meeting that stipulations were not necessary as there had been no problems.  Bold face lie, but maybe Moore does not think a $10k loss is not a big deal. 



Another example of why Moore has no credibility is the false and defamatory email he sent to Directors and others about Reverend Benny Johnson.  Moore also repeated the lie when he addressed the Black Police Officers Association.




Moore refused to make a public apology to Rev. Johnson.  Coward is the nicest word we can use.

Moore also made false statements about the mass shooting at the Ultra Power Lounge that resulted in the Prosecuting Attorney berating him.




Add to this the allegations about his moral character in regard to affairs with married women and city employees.

Moore need to go and the time is now.

SOURCES INSIDE CITY HALL PROVIDE DETAILS OF TWO OTHER MARRIAGES THAT CITY MANAGER BRUCE MOORE WRECKED DUE TO AFFAIRS

BRUCE MOORE'S BEHAVIOR WOULD MAKE FOR GOOD TRASH TV

Longtime employees at Little Rock City Hall have told us that City Manager Bruce Moore had two other affairs that wrecked marriages like the one we posted about on December 30th.  You can view that post by clicking here.

One of his alleged victims is the ex-wife of a minister of music at a prominent Little Rock church and the other holds a doctorate in education and worked in a local school district.

We are in the process of investigating these additional allegations and will post information as it is verified.

We urge any city employee, male or female, that might have been a victim of sexual harassment or unwanted sexual advances perpetrated by Moore to contact us.

LRPD MAKES LITTLE PROGRESS IN SOLVING TRIPLE HOMICIDE - RELEASES STATEMENT AFTER OUR REQUEST FOR INFORMATION

A MONTH LATER AND LRPD HAS MADE LITTLE PROGRESS IN SOLVING TRIPLE HOMICIDE

Other than two trips to Chicago to speak with a person of interest being held on unrelated charges in the Cook County jail, Little Rock Police have made little progress in solving the December 5th murders of Moriah Cunningham and two of her children, A'laylaih and Elijah Fisher. 

On December 30th, we sent this request for comments to last term mayor Mark Stodola: 




As usual, Stodola refused to reply.  

We also sent a FOI request for travel reimbursement for LRPD officers for the month of December and the records reveal that detectives made two trips to Chicago.

Detectives Terry McDaniel and Matthew Hoffine traveled there on December 8th and McDaniel traveled there again on December 19th.

McDaniel is known for his use of deadly force on two occasions. You can read about those incidents by clicking here and here

After our request for comments from Stodola and the travel records from LRPD,
LRPD released a statement confirming that detectives had been to Chicago to talk with a "person of interest".

Back in December, after activists and community leaders held a prayer vigil and city leaders were blasted for lack of concern. 

Then when city leadership chose to watch the launching of the U.S.S. Little Rock at the Ron Robinson Theater instead of attending the funeral for the murdered family, city leaders were blasted again.


To show that they cared, the reward for information leading to an arrest and conviction was increased to $50,000 from the standard $10,000. 

Community leaders banned together to plea for witnesses to step up and provide information to LRPD. Again city leadership was nowhere to be found.




As community leaders and activist have stated, would these murders not have been solved by now if they had occurred in West Little Rock or the victims had been white?

Those are good questions and ones that need to be discussed.
